Local development performance monitoring provides statistics about development in NSW, such as the volume, value and type of development.
The latest Local Development Performance Monitoring report reveals the significant and increasing contribution of non-council certifiers to the NSW economy.
In 2013-14, non-council certifiers determined $4 billion worth of complying development certificates (CDCs), accounting for 24% of all development in NSW (up from 19% in 2012-13).
Non-council certifiers now issue the majority of construction certificates, CDCs and occupation certificates. This includes 82% of all CDCs in 2013-14, up from 75% in 2012-13.

In NSW during 2013-14:
- non-council certifiers determined $4 billion worth of CDCs, accounting for 23.6% of all development in NSW (up from 19% in 2012-13 and 16% in 2011-12)
- councils issued 18% (4,543) of CDCs and non-council certifiers issued 82% (20,222), compared with 25% and 75% respectively in 2012-13
- councils issued 47% (23,850) of construction certificates and non-council certifiers issued 53% (26,607), compared with 50% in 2012-13
- councils issued 44% (21,953) of occupation certificates and non-council certifiers issued 56% (27,562).
Reminder: certifiers must submit applications, determinations and certificates to the council within two days of determination. Some certifiers do not do this, or submit incomplete documentation, meaning that determination times for complying development certificates by non-council certifiers are unknown.
