Certification in NSW in 2014-15

Local development performance monitoring provides statistics about development in NSW, such as the volume, value and type of development.

The latest data reveal a growing demand for certification services, in line with the rise in development activity. Reliance on certifiers employed in the private sector continues to increase, as does their contribution to the NSW economy.

In 2014-15, as in previous years, non-council certifiers issued the majority of construction certificates (54%) and occupation certificates (59%).

They also determined 86% of complying development certificates (CDCs) valued at nearly $4.8 billion – an increase from $4 billion in 2013-14. By number of determinations, this accounted for around 28% of all development approvals (DA and CDC), an increase from 24% in 2013-14.

Of CDC determinations by councils and non-council certifiers in 2014-15, non-council certifiers determined:

  • 94% of applications for commercial, retail and office development (councils determined 6%)
  • 89% of applications for single new dwellings (councils determined 11%)
  • 81% of applications for residential alterations and additions (councils determined 19%).

The figure below shows the increasing reliance on non-council certification services, and the following tables give more detail. Source: external Local Development Performance Monitoring, Department of Planning and Environment.
